Frederick Thomas Swann was born at Petrograd in July 1899, his father the Manager of the Russo-American India Rubber Company. Serving in France with the 28th Battalion, London Regiment, he was commissioned onto the General List in August 1919. Swann was an expert in languages and spoke Russian, German and French. Having taken his Russian decoration, he worked in the Commission of Control in Berlin.

During the Second World War he was made Major in the Intelligence Corps in April 1942; previously sold alongside his full-size awards.
